use default gateway on remote network for vpn

Hi All:

I have a Windows 2003 AD domain with XP workstations.

Many of the workstations make a VPN connection to a RAS server of
another agency to run programs that access a centralized database that
both agencies share.

When our workstations make a VPN connection to the external agency,
Internet traffic then begins to pass thru the default gateway of the
external agency rather than our own default gateway as it would if
there were no default gateway.

I know that I can for the VPN users to still use our own default
gateway by clearing the "use default gateway on remote network" for
the VPN connection's TCP/IP properties.

The question I have is this.  Is there any sort of group policy that I
can apply that will have the effect of unchecking this setting for all
VPN connections on all workstations in my agency?

Or would this have to be set locally on each box?
