Yes. Point your newsreader to news.microsoft.com and look for 
microsoft.public.cert.*

Yes, www.microsoft.com/traincert. Also check your questions in google 
groups before you post them. Your particular questions have been 
answered many times in those groups. The microsoft groups are a great 
source of information for experienced computer professionals (IOW MCSE 
is not a beginners certification, so don't ask questions without doing 
your research first).
