I don't really know the answer, other than to look around.  On the
Berkeley 
campus I only know of one grate that's unlocked.  On the Wa****ngton campus

it seems like every grate is unlocked.  So... I guess either keep looking,

or bring a tool and risk getting in a little more trouble.
