Austin police have charged a local entrepreneur with ***ually assaulting
an 8-year-old girl for whom he had served as a court-appointed advocate
and said they seized a video showing him having *** with other children.
Billy Dan Carroll, the 53-year-old founder of a court re****ting firm
with offices in Austin, San Antonio and Houston, appeared to be having
*** with children ranging in age from 3 to 15 in one video, Austin
police Sgt. Brian Loyd said.
Loyd said the videos also show Carroll having *** with two adult women
who appear unconscious.
Investigators are now trying to learn the identity of the victims and
asked anyone with information to call police.
"We don't know where it is going to end up, how many victims we may end
up with," Loyd said. "There could be six. There could be 20. There is no
telling."
Carroll was arrested Sunday and faces a charge of aggravated ***ual
assault of a child, in connection with a May 17 incident allegedly
involving the 8-year-old girl. His bail is set at $2 million.
Carroll could not be reached for comment; calls to his home were not
returned.
Bill Fredericks, co-founder and president of Carroll's company, released
a statement saying, "It goes without saying that those of us at
Fredericks-Carroll are shocked and saddened by this news. Our company
was certainly not aware of any of the allegations underlying Mr.
Carroll's arrest, and we condemn any criminal behavior that may have
occurred."
Officials for Court-Appointed Special Advocates (CASA) of Travis County
said they suspended Carroll last week after they learned about
allegations against him.
"We were completely shocked and really heartbroken about it," said Laura
Wolf, the organization's executive director.
CASA volunteers work with children in Child Protective Services cases,
talking with them, their parents, foster parents and others about the
child's future.
Wolf said Carroll had been a volunteer since 2004 and passed national
and state background checks. Wolf said the organization also screened
Carroll with personal references and with state Child Protective
Services officials to make sure he had no record with the agency.
"This individual has glowing references from people who had known him
for years," Wolf said.
According to an arrest affidavit, the 8-year-old girl told police that
she was at Carroll's house this month and that he asked her if she
wanted to play a game. He then blindfolded her and assaulted her, the
affidavit said.
The girl said during her interview with police that she returned to the
bedroom where she was staying and then told her sisters, who were also
at the house, what had happened.
Loyd said Carroll had told the children's parents that he wanted the
children to spend the night at his house with his family. However,
Carroll's wife and two daughters, who are in high school and college,
weren't home that weekend, Loyd said.
"He was thought of as a family friend," Loyd said.
Police searched Carroll's house May 21 and recovered the video and other
evidence, Loyd said, including photographs and computers. Investigators
spent the weekend going through it.
Wolf said the organization prohibits volunteers from having children
they represent in their homes.

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and ***ual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.

A recent study has found that 12-18 months after leaving foster care:
30% of the nation’s homeless are former foster children.
27% of the males and 10% of the females had been incarcerated

Children in foster care are three to six times more likely than children
not in care to have emotional, behavioral and developmental problems,
including conduct disorders, depression, difficulties in school and

studies have indicated that children and young people in foster care
tend to have limited education and job skills, perform poorly in school
