A former Palisade police officer faces 34 felony charges for *** assault 
on a child and *** assault by a person in a position of trust in the 
alleged assaults on two girls formerly entrusted in foster care to the 
officer and his wife for more than a decade, according to the Mesa 
County Sheriff’s Department.

Patrick Casey, 51, of Clifton, was arrested May 29 and remained in 
custody Wednesday on a $250,000 bond.

The assaults occurred between January 1997 and April 2008, according to 
an arrest affidavit.

Casey was employed with the Palisade Police Department during this time, 
the affidavit said, but his specific dates of employment were unclear 
Wednesday. A phone message to Palisade’s human resource director, Amy 
Palmer, was not returned Wednesday, and Police Chief Carroll Quarles is 
out of town.

Investigators learned of the allegations during an interview May 2 at 
the Mesa County Sheriff’s Department after the alleged victim’s mother

contacted the child on her MySpace.com account.

The girl told her mother in the e-mail she was afraid of further 
assaults by Casey in the home, and the girl was placed in protective 
custody that day by the Mesa County Department of Human Services, the 
affidavit said.

The girl, who is now a teen and is estimated to have been molested since 
she was 8, described multiple incidents in which Casey would make her 
take her clothes off, touch her “private parts” and make her touch
him, 
and “if she doesn’t do it … she won’t get to eat except bread and 
water,” the affidavit said.

The girl also told investigators Casey would hit her, throw things at 
her or bribe her with sweets if she refused to take her clothes off and 
let Casey molest her, the affidavit said.

The affidavit outlined several incidents in which the child began to cry 
and would be hit by Casey when he asked her to do “things I didn’t
want to.”

The affidavit said: “Pat told her he would hit her and she would get a 
real bad spanking if she told anyone. When she was real little Pat would 
tell her this was their ‘little secret’ and if she didn’t tell he
would 
give her candy every day but he did not.”

After the allegations arose, Mesa County Investigator Peter Burg, 
Quarles and a representative from the Mesa County Human Services 
Department met May 6 with another girl who had lived in the home as a 
foster child when she was 2 or 3 years old and stayed there on weekends 
until she was about 9 years old.

The teen is no longer in foster care, the affidavit said.

The girl told police Casey would molest her and become angry if she did 
not touch him, telling her she would not get dessert if she didn’t touch

him, the affidavit said.

The girl’s biological mother told investigators her child was allowed to

stay weekends at the Casey house until she began having “night
terrors” 
and the girl disclosed the allegations.

The mother called the Palisade Police Department to re****t the abuse, 
but was told the case was past the statute of limitations, the affidavit 
said.

Casey will be advised formally of his charges today.

Imagine that, 6.4 children die at the hands of the very agencies that 
are supposed to protect them and only 1.5 at the hands of parents per 
100,000 children. CPS perpetrates more abuse, neglect, and ***ual abuse 
and kills more children then parents in the United States. If the 
citizens of this country hold CPS to the same standards that they hold 
parents too. No judge should ever put another child in the hands of ANY 
government agency because CPS nationwide is guilty of more harm and 
death than any human being combined. CPS nationwide is guilty of more 
human rights violations and deaths of children then the homes from which 
they were removed. When are the judges going to wake up and see that 
they are sending children to their death and a life of abuse when 
children are removed from safe homes based on the mere opinion of a 
bunch of social workers.

A recent study has found that 12-18 months after leaving foster care:

30% of the nation’s homeless are former foster children.
27% of the males and 10% of the females had been incarcerated
33% were receiving public assistance
37% had not finished high school
2% receive a college degree
50% were unemployed

Children in foster care are three to six times more likely than children 
not in care to have emotional, behavioral and developmental problems, 
including conduct disorders, depression, difficulties in school and 
impaired social relation****ps. Some experts estimate that about 30% of 
the children in care have marked or severe emotional problems. Various 
studies have indicated that children and young people in foster care
