SANTA MARIA
A 3-year-old child is killed in Santa Maria and his aunt, and caregiver,
is now facing murder charges.
The boy's aunt and foster mom, 27-year-old Sylvia Dominguez, called
police on Wednesday. She told officers that her 3-year-old live-in
nephew Gilbert Dominguez wasn't breathing.
The incident happened inside an apartment on the 1000 block of Liberty
Street in Santa Maria.
When emergency crews arrived, the boy was dead.
One neighbor saw the little boy's bruised body carted out of the
apartment. She said the thin apartment walls couldn't hide the way
Sylvia Dominguez treated her children.
"It doesn't shock me. I don't know that I thought that she would
actually go so far as to take a life, but if you start wailing a little
too much," said Dominguez's next door neighbor.
The neighbor, who wishes to remain anonymous, painted an unpleasant
picture of the woman police arrested for allegedly murdering her nephew
and foster son, Gilbert Dominguez.
Police said when they were called to the home, the young boy's body was
badly bruised and that is what caused investigators to look deeper into
the situation.
The neighbor told Action News Dominguez had mistreated all four of the
children living in her house. "I shared a common wall. I heard the
screaming. She would cuss at them, call them names."
Neighbors told Action News they called Child Protective Services on
Dominguez in the past. The next door neighbor said she even called the
police after one particular encounter.
"She was cussing at them and calling them names and everything, and the
one kid was screaming, and I heard slaps, what sounded like slaps. I
can't say where. It could've been a spanking but it sounded like skin on
skin and the kid was just sitting there going, 'No Mommy, no Mommy, no.
No. No. Please no.' She just kept doing this, you know, like slaps," she
described.
Despite what neighbors call the checkered past of Dominguez, they say
they are mourning the loss of little Gilbert. "It's a sad, sad thing.
But hopefully the little one is in a better place," said another neighbor.
If convicted, Sylvia Dominguez could face 25 years to life behind bars.
Sylvia Dominguez had three biological children living in the house with
her, they are now in protective custody with Child Welfare Services

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and ***ual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.

A recent study has found that 12-18 months after leaving foster care:
30% of the nation’s homeless are former foster children.
27% of the males and 10% of the females had been incarcerated
33% were receiving public assistance
37% had not finished high school
2% receive a college degree
50% were unemployed
Children in foster care are three to six times more likely than children
not in care to have emotional, behavioral and developmental problems,
including conduct disorders, depression, difficulties in school and
impaired social relation****ps. Some experts estimate that about 30% of
the children in care have marked or severe emotional problems. Various
studies have indicated that children and young people in foster care
tend to have limited education and job skills, perform poorly in school
compared to children who are not in foster care, lag behind in their
education by at least one year, and have lower educational attainment
than the general population.

The highest ranking federal official in charge of foster care, Wade Horn
of the Department of Health and Human Services, is a former child
psychologist who says the foster care system is a giant mess and should
just be blown up.
