Definition: Lieutenancy?

Lieutenancy is an item list on the Revolutionary War Military Abstract 
Card File for Pennsylvania.   I do not believe it is a rank for two 
reason.  One there is a blank for rank and the other, there appears to 
be a county is entered in the Lieutenancy blank.

The example I have is
Name: Bastian Barlet.
Rank: Pvt.
Lieutenancy:   Berks
Company: Capt. Daniel Deturk  3rd co.

Could someone provide a definition of the term "Lieutenancy" as used in 
these index cards.
