The question mark goes inside the quotation mark if the quoted material is
a
question:
He asked me, "What's your name?"
Did he say "Now is the time"?
In the US, it's the convention that periods and commas always go inside
quotation marks, colons and semicolons always go outside, and question
marks
and excalamation marks go where it is most logical to place them.
