It must be a universal phenomena. Local politicians talk in the same 
manner when discussing development permits of a dubious nature.

Speaking in chunks is used when the speaker is a lying bastard and is 
trying to keep from tripping up. Really smart liars have speech 
therapists in order to develop a smoother flow between the component 
phrases.

Another symptom of lying/misrepresentation is the examination of the 
audience between the little lumps of talk. That's where the ****fty eyes 
  really show up.
