ON the INTERNET x IN the INTERNET, ON TV x IN TV

Dear all,

I supposed that only the phrase "...was published _on_ the Internet is
possible." Lately I have seen some phrases using "...in the Internet."
Would you comment on the usage of preposition On and In, please?

And would you consider the collocation IN TV as a wrong one?
