what does "Non-destructive electrical range" mean?

Hi, I come from china and my english is not very good .Today my boss
gave MG ROVER GROUP ENGINEERING STANDARDS to me, and the content in
this standard really confuse me. There are a lot of  words,  phrases
and sentences that I cannot understand.So upset!

Can anyone tell me what does  "Non-destructive electrical range" mean?

and what the meaning of  the phrase "in parallel  to" which from the
sentence "Those parts on which tests have been carried out (initial
sample inspections, also those performed in parallel to volume
production) are to be retained by the department which performed the
tests."?

How to say that in chinese or using an equivalent expression?
