With regard to "bien-être", it must have some special bureaucratic
meaning when used in the sense of government pensions, but I can't
seem to come up with a good equivalent English term.
Here are a couple of uses I found with internet search:
Le Gouvernement fédéral a décidé d’accorder à certains pensionnés, un
bonus de liaison au bien-être en avril 2007.
vous recevez un bonus de liaison au bien-être de 35 EUR
Une liaison au bien-être pour les pensionnés, qu'ils soient
indépendants ou salariés

Could it mean they are giving "cost of living" or inflation increases?
Is the bonus, mentioned above, "linked to living standard or general
well being?"
