What kind of book is "Gaoth an fhocail" ?

Hi all
Afaik it means "storm of words" and it's the title of a book which gave a 
friend to me.It's not one of the dictionaries I know.
I give you an example:

Áit
Cónaí: tír,dúiche,ceantar,réigiún,cúige,baile....
Sóisalta: Cinseal,aicme,rang,céim,post....
Dobhriathra:Thall i abhus.Istigh,amuigh,isteach.Anonn,anall.

All these seem to have something to do with "place".But what is this kind 
of book good for,comparing to a normal dic which gives me a direct irish-
german translation?
