Have you considered damage reduction per shot?  Or overkill?

If one mode of attack does 1-hit shots 100 times per second, and the
target has armour that reduces damage by 1 hit per shot, the attack is
completely ineffective.

Conversely, a mode of attack that does a single 1000 point shot every
10 seconds is comparatively useless if the intended target is swarms
of creatures with 1 hit point.
