Probably countries -- because nothing comes before something.
However, that depends on the rules you are to use. There is not
necessarily agreement on how to "alphabetize" things, when non-alpha
characters are involved. I see this when a group of files on my
computer, with both letters and numbers in the names, are sorted
differently by different programs.
Try your example, perhaps with a spreadsheet -- or whatever programs
you have that will sort.
