Hi, you asked:

In response to your question I created two new folders in my Webtv
"bookmark"  favorites: countries and countries'. In this situation the
system alphabetized them in the order 1) countries then 2) countries'
...If the webtv system is correct, and I think it is then you have the
correct answer.  But is it? 

Your question is a good one. It comes under the general heading of
English, and involves grammar, spelling and punctuation. I'm sorry that
I don't have a more complete answer for you. But you should know...

The rules of alphabetization can vary for different situations. This is
a perfect question to ask of a librarian. You can go to the library to
ask in person or you could phone a library and tell them you want to
speak with a librarian and and that you have a "reference question"
about alphabetization. The only person that would know more than a
librarian on this subject might be an English teacher or a professor of
English in a University. 

My Mother was an English major in college and became a successful
writer. When I was young I was fortunate for she knew answers to
questions like the one you are asking. 

Many English textbooks in schools have  information about
alphabetization. It would be a good idea to look there before you do
anything else. Using an answer that includes stuff from your textbook
shows your teacher that you read the book and you may get better grades
on your answer.

Sometimes the term "alpha-numero order" is used instead of
"alphabetical order" when numbers are also involved which is quite
common.
