On the Usenet there are basically two kinds of usergroups -
moderated and nonmoderated. Most are the nonmoderated variety -
which means anyone can post pretty much anything they want to.
Most groups have some sort of charter which may or may not spell
out rules/guidelines/expectations as to what the group is about
and what is suppose to be posted - but most times those charters
are forgotten and not paid much attention to. You can send a
complaint to the ISP of the people posting offensive stuff - but
in most cases there is very little else that you can do.
Just keep in mind, nobody really controls the internet - and
that's especially true of the usenet (would anybody want to
volunteer for that job?).
