Or the protection could be against restrictions. Equal use of vouchers
by parents  shall not be restricted. Or, lets do away with more
restrictions. No law restricting or reducing the education choices of
parents will be decreed. How about No laws favoring teachers or their
contracts with school districts shall be allowed and not interference
with local contract negotiations is permitted.
