First off, there is no such thing as agreed on policy because lots of
people don't agree. Second, those what are decreed are distributed
unequally, managed unequally, distributed unequally and so forth.
For example, when the Senate Majority Leader in NY legislates that $20
million be taken from other New Yorkers and given a school in his
district to cover a budget shortfall that would be a political deal
forced on other by political power.
When some areas get more state aid than others it is not agreed on by
people in areas who get less because of it.
some schools do better even when they get less money than others. How
is that equal? Some schools do badly not matter what is tried. Some
teachers have better contracts than others. Some work harder than
others. Some could care less than others. and you can go on and on
