Would seem to most rational persons that the
conditions which produce lower standards of educational
performance would be STARTED to be alleviated if you
start somewhere.
"lowered standards" are excerbated when that huge
population falls by the way---producing another
generation of dead enders.
Better to advance "some" because "some" will succeed IF
they get sent on their way with a degree (hs)
