And there probably would have been no revolution, because the
ideological basis for said revolution would have been insufficient to
gain the needed votes. Even as it is, sup****t for the revolution
wasn't initially very strong,

It is NOT clearly so. Indeed there is no mention of congressional
districts in the Constitution, and states could in theory have all
congresscritters elected at-large.
