I was going to add that ArXiv may not do a lot of refereeing. I don't
know if they just accept it based on the recommendation of your
sponsor. With a blog, of course, you can post its whereabouts to
various ng's etc, and get feedback, although this might take some time
(and a flame-retardant exterior ;>)).
If you do your homework, and go back and read the literature on this
area well, you may be able to find an individual whose work is
affected by your results. You can of course contact them directly.
But, you should really be prepared before you make such a step,
otherwise you may well come off sounding foolish (at best).
