The German Abitur is recognised in the United States, and that would
be no particular problem. However, because she did not do
International Bechalorate (or study in an Europa Schule or something
similar, where the tuition language is English), she might have to do
the ToEFL test, Test of English as a Foreign Language.

I don't know of any such scholar****ps and moreover - she may (at least
officially) not eligable to apply for grants of the DAAD for German
citizens, since she's considered to be an American citizen in the US.
However, try their site - the Deutsche Akademische Ausland Dienst
(www.daad.de). You should also try the "regular" path of financial aid
or students loans.
