There is a concept in catholic church (protestant too ?) which we
call in French "Liberté au mariage", translated as "Free to get 
married".  It means that someone living far from the native land
(i.e. immigrant, often a soldier) can get married according to
some witnesses.  Perhaps this tag is a translation of that expression?

The context could be helpful to understand your tag...
