A friend researching the State Archives of either Maryland 
or Delaware found a recorded date of 30 Feb ... but since I 
can't recall whether it was a birth/death or a deed or a 
probate, or which state, it didn't seem useful to mention 
it.  However, yes, it occurred OUTSIDE the French 
Revolutionary Period and was in a British Colony.
