Indeed, why should I have to pay for locks on my doors to keep out the 
burglars? Or car insurance against some fool running into me? Why are my 
taxes paying for police and prisons?

It seems to me that I am paying all the time for other people's 
misbehaviour. I don't see the virtual world as being fundamentally 
different. Given the same practical limitations on being able to prevent
the 
misbehaviour, I can't see that the rest of us have any other solution than

to pay to protect ourselves against the bad guy and that comes with both 
cost and inconvenience (as in real life). Indeed, the ease with which the 
bad guys on the Internet can cross jurisdictional boundaries of policing
and 
justice systems makes it far more unlikely that they will be caught or 
punished than people who misbehave within a police/justice jurisdiction.
