The keys are loose in what way?  If you mean the feel of 
them under your fingertips as you type, that OUGHT to be a 
setting you can change.  I know I've changed it for my 
keyboards to get the feel of "electric typewriter" instead 
of "Underwood Manual" or "heat senstivie".  If you mean they 
lift off with a sticky fingertip, glue 'em down; I use 
bathtub caulking myself, but YMMV.
