I don't know about some comprehensive such database, even offline.
There is a list provided by the dept. of Justice in the 1980s (I
have a copy on paper) with a long list of places renamed but I don't
know of a computer version (even if that list is a computer listing).
Usually, to locate small places before 1790, I do a search with
Parchemin, a summary of Quebec notary records (not available online).
There is also some books scanned by google or ourroots.ca where you
can find something. Also, you have the list of Drouin microfilms and
the name of churches but this list has usually one name for each
place.
There is also some topographical tools at the Quebec government site.
