Explanation of phrase referring to Sir John de Arderne

Ormerod's Parentalia states on page 84 that on July 1, 1308, Sir John de =
Arderne "was appointed a Commissioner of Array for the county of =
Chester, with Hugh Venables, and had the leading of the levies against =
Bruce as far as Carlisle."  Can anyone explain the phrase "leading of =
the levies against Bruce"?
