The bare bones of the Waters line is given in Mrs. Cooke's _Driver
Family_, p. 418, where she traces the line of descent of a certain
person from "William Waters1, the emigrant, and wife Elizabeth,
through William2 and Abigail; William3 and Rebecca (Worthylake);
Seward4 and Sarah (****ter); ..."

These same persons can be vaguely discerned in the discussion of
Waters families in the _Genealogical Dictionary of Maine and New
Hamp****re_, p. 723:

[WATERS]

6 WILLIAM, fa[ther] of at least two who liv. at Damariscove, but
poss. never liv. Eastward [i.e., in Maine] himself. List 80. Will,
aged, now of Boston, 20 Aug. 1684--25 Feb. 1689-90, wit. by Henry
Harwood and Thomas Gross, gives to gr[and]s[on] William (s[on] of
William) of Damariscove and mentions the real est. 'which I have
already made over to my three daus. for my life': [daughter] Mary, w.
of John Sellman of Damariscove ... [daughter] Urith, w. of John Nicks
(her 1st husb. was John Whitway), [daughter] Ann, w. of Richard
Narramore; gr[and]dau[ghter]s Eleanor Waters and Elizabeth Whittaway.
His w[ife] had impoverished him 'by carrying away for Eng[land] all
that I had or she could procure and running me in debt.' In Suff[olk]
c[our]t in July 1680 Elizabeth W[aters] comp[lained] ag. her husb. Wm.
for non-sup****t; in Jan. 1683-4, blind and aged, she charged neglect.

7 WILLIAM ([son of] 6 [above]), fisherman, Damariscove, as Waters
took O[ath of] A[llegiance] 1674, as Walters was named constable and
Clerk of the Writs the same yr. Liv. in Apr. 1677, when his w.
Abigail was 23 [more or less]. Lists 15(3); 142 for both. His son
depos. that the fam. was driven off to Boston where his fa[ther] died;
the 'estate brought to Waymouth' was apprais. by Samuel White and
Jacob Nash 20 Aug. 1679; attested by wid. Abigail, adm[inistratri]x 28
Aug. In May 1680 the two ch[ildren] had been taken off the mo[ther]'s
charge by the fa[ther]'s relations, a son and dau[ghter], both named
in will of (6): William, had Stephen French, sr., or Weymouth as
g[uar]d[ia]n in 1684. Of Boston in July 1736, [aged] 63 [more or
less], he depos. that he was b[orn] on Damariscove Isl[and], from
where the fam. was driven off, and after the war his aunt Mary Sellman
sent for him to come and live with them; he was then ag[ed] 5 and
liv[ed] on the isl[and] until [about] 15. One Wm. of Boston, weaver,
in will, 1749--1757, named w. Rebecca and ch: William (undutiful to
parents), Rebecca Wimble, decd., Abigail Walcott, Seward Waters.

The implication of the last sentence ("One Wm. of Boston,
weaver, ...") is that the authors of the _Dictionary_ are not quite
sure this is the same William Waters associated with northern New
England (that person having been last certainly alive when he
testified about Damariscove in July 1736).

Two sources show that the man whose will was dated 1749 and proved in
1757 was indeed the same person. _A Re****t of the Record
Commissioners of the City of Boston, Containing the Boston Records
from 1660 to 1701_ (Boston: Rockwell and Churchill, 1881), p. 232,
gives a Nov. 1698 petition found among the town records:

At the same meeting a Petition was presented by one Wm Waters Weaver,
an inhabitant of sd town That two Judgments Being Recovered against Wm
Waters Late of said Boston Deceased, the Petitionrs Grandfather, for
the sume of 24 ld. 6 s. & Costs of Courts, for maintaining the Wife of
sd Waters Senr. as by sd Judgments the House of the sd Waters Senr
scituate in Boston aforesd. was Taken in Execution & a part thereof
apprized for the satisfaction of sd Judgment. His Petition to the
Town was, that as he was Heir to the sd House the sd judgment might be
medigated and he admitted to redeam sd. house by dischargind and
sattifying the sd. execution as shall be thought meet. The Petition
being read It was voted to be left to the descression of the Selectmen
to manage to the best advantage for the good of the town.

s+weaver

This shows that the weaver was the same one whose grandfather had
neglected his wife, etc.

William H. Whitmore, _The Graveyards of Boston: First Volume, Copp's
Hill Epitaphs_ (Albany, NY: Joel Munsell, 1878), p. 37 has ...

Here lies Buried the Body of Mr William Waters, He died Augt ye 10th
1757, aged 85.

http://books.google.com/books?id=3DrnGr2f-vZ4oC&pg=3DPA37&dq=3D%22william+w=
aters%22+copp%27s&lr=3D

This clearly applies to the William Waters whose will was dated 1749
and proved in 1757.

See _Records of the Suffolk County Court, 1671-1680_, 2 vols.
(Colonial Society of Massachusetts, 1933), 2:1063 (session of 29 July
1679):

WATERS Complaint

Upon complaint made to the Court by Elizabeth Waters that her Husband
Wm Waters doth refuse to allow her victuals clothing or fireing
necessary for her Sup****t or livelihood and hath acted many
unkindnesses and cruelties towards her: The Court having sent for the
sd Wm Waters and heard both partys, do Order that the sd Waters bee
admonish't for his cruelty and unkindness to his wife, and that hee
forthwith provide Suitable meate drinke and apparrell for his sd wife
for future at the Judgemt of mr Edward Rawson and mr Richd Collacot or
allow her five ****llings per weeke.

Also in this volume is the testimony of Abigail Waters, aged 23, about
goings on at her husband's house in Damariscove.

There is also a reference to Elizabeth and William Waters and their
quarrel in _Records of the Governor and Company of the Massachusetts
Bay_, if I'm remembering correctly.

All this taken together gives the following:

1. William Waters of Boston, d. between Aug. 1684 and Feb. 1690; m.
Elizabeth ----, living Jan. 1683/4, but may have died about that time,
as she is not mentioned in her husband's will of Aug. 1684.

2. (their son) William Waters of Boston and Damariscove, d.v.p. by
Aug. 1679 (appraisal of estate); m. Abigail ---, b. ca. 1654 (aged 23
in Aug. 1677), possibly dead by May 1680.

3.  (their son) William Waters, b. ca. 1673 or 1673 (aged 63 in 1736;
aged 85 in 1757 per gravestone) at Damariscove; d. 10 Aug. 1757 Boston
(buried Copp's Hill); m. (1) 1696 Boston to Abigail Chase, d. 1699, by
whom he had a first son named Seward; m. (2) 11 Nov. 1701 Boston to
Rebecca Worthyly, by whom a second son Seward Waters (b. 1706).
