The information on the manifests are what the US Imigration and
Customs laws required at the time. What kind of outgoing details or
disembarkation detail would you think should or might be there.

The information on retained manifests for a voyage from the US to
the UK would be what the UK laws required. If the person you
mention was a British subject, the manifest was probably not saved
by the British customs. the US had no requirement for recording
those who left the country.
