Back-ups isn't the problem, the problem is that confidential data is being
mishandled on an epic scale by a government that wants to bring in the
most
draconian ID card legislation on the planet.  What is going astray is
copies
of the data being transferred between departments or other agencies.  The
government still has the data but now, potentially, does every crook in
the
world.
