On getting a digital-format magazine into libraries...

Greetings, and apologies if this is not a good place for this; but
there's been a recent furor of "The death of short fiction" ((or at
least, "The slow agonizing bleeding to death of the 'big three'
science fiction magazines")), and I'm trying to ride that wave into
helping spread the knowledge of the existence of my literary/genre
fiction/poetry/art magazine (Greatest Uncommon Denominator Magazine).

We're a print and pdf publication, and what I'm wondering is how to
best approach the idea of offering digital subscriptions of the
magazine to libraries for, say, $1/yr (or less).  My understanding is
that many libraries receive digital subscriptions via EBSCO and
ProQuest services (and we _are_ listed with EBSCO, but print only at
the moment).  I'd like to avoid both for digital subscriptions as they
seem like they would have an overhead for everyone involved.

Any suggestions would be greatly appreciated!
